MINUTES OF THE REGULAR MEETING – June 4, 2007 5:10 PM
Selectmen Present: Eric R. Munson, Jr. and Steven DellaGiustina
Also Present: Loren Clark, Albert Lenge and Joanne Duval
Loren Clark questioned the frontage requirement of Map 116 Lot 10 in regards to being a build able lot. The property is grandfathered and is considered to be a building lot.
He was questioning whether Map 116 Lot 10 can be considered a building lot because of the frontage. The Board of Selectmen let him know that after review from Legal Counsel that the lot is a building lot as it is “grandfathered”. However, the Board of Selectmen will have the Planning Board review the plan.
Loren stated that the WPOA Board of Directors is proceeding on bidding and will be retaining a Real Estate Attorney. Also, Loren stated WPOA has adequate financing.
Albert Lenge asked for an explanation of the “sealed bid” process:
Request for bid from the Realtors submittal deadline is June 18th. Bids will be opened at the Selectmen’s meeting. A decision will not be made an additional meeting will be schedule for that purpose. All bids submitted to the realtor must be sealed. There will be no negotiating. The Town of Tolland reserves the right to reject all bids and/or to select that bid which is deemed to be in the best interest of the Town
Todd Scaccia of Independent Towers discussed a lease for the installation of a cell tower on the Town of Tolland’s property. The Board of Selectmen expressed some concerns with the lease that was presented. They told Todd that changes to the lease would need be made before they present it to the Planning Board.
The changes were as follows:
#11 Termination – Termination clause needs to be added for the town.
- If the tower should be vacant Independent Towers may remove the tower.
- #7 Improvements – Upon removal any foundation or pilings that are below ground will
stay and any above will be removed.
The town’s emergency service communications can be addressed with a clause.
The monthly rent would be $1,000 with additional of $150 for each carrier. The tower can accommodate up to five carriers
Independent Towers will meet with The Planning Board.
The deadline for accepting applications for the full time DPW employee will be July 2nd.
Joanne Duval expressed her frustration with the Westfield Courts regarding obtaining help with the process and handling of non-criminal disposition tickets. Legal Counsel will be asked to obtain the information
Transfer Station permits will be available for $65 for Fiscal 2008.
